Delay in Parliament opening isn't what you think

Good morning, yes, delaying the opening of
Parliament is suspicious, but I believe there's
something else going on that no one in the media seems
to be picking up on.
Didn?t anyone in the
press read the AG?s report from November? Read Chapter 3
about tax administration. I've been attending tax
updates with Ed Kroft at McCarthy Tetrault for years,
listening to the growing list of technical amendments
that don?t seem to ever make it to parliament for
review. There hasn?t been a technical amendment since
2001.
Yes, the Senate need more members to
assist Harper with passage of bills, but everyone needs
more time to get through the backlog.
There?s a management crisis. Not only are
there Senate postings, but there?s an aging workforce
supporting various Ministries including Finance and CRA
and Parliament who are all taking their holidays before
they retire, but there?s a backlog of work that isn?t
getting done in the mean time.
Finance is
probably scrambling to get everyone up to speed to
review the backlog of technical amendments to the Income
Tax Act that have been piling up since 2002. It seems to
me Finance rulings staff has been spending an awful lot
of time answering Home Reno Tax Credit questions
instead. There are rulings on all kinds of expenditures.
Of course you?d have to be subscribing to a tax
information service to find out about all of them, but
almost every week there?s at least one.
BTW,
And did you know that iPhones qualify as a computer for
the new Class 52, 100% computer deduction for January 27
2009 to Feb 1 2011, which still hasn?t made its way to
the CRA website through some sort of oversight, but was
passed last May?
Work backlog would be an
incredibly good reason to suspend Parliament and you
definitely wouldn?t want to tell anyone that?s
why.
